Refused in part, deferred action, and surrender — reading outcome wording on TC papers
Application received is not a grant — and refused in part is not a full refusal. Operators misread partial outcomes on A&D lines and written-decision orders. This guide complements curtailment, revocation and suspension by focusing on partial grants, deferred effective dates, and voluntary surrender labels.
Outcome vocabulary — read the order paragraph

Example pattern (illustrative only):

- Order: Centre A increased as requested; Centre B refused.
