Traffic Commissioner entries record how many vehicles and trailers an operator is authorised to park at an operating centre — and sometimes describe spare or margin vehicles in application text or maintenance sections. SME hauliers read these lines when comparing a competitor’s published authorisation to visible yard activity, or when checking their own variation wording before it prints. Authorisation figures vs spare wording
Start with the numeric authorisation line — fleet size and authorisation wording. Spare capacity language may appear separately as:

- “Margin vehicles not used for hire and reward.”

Quote the published sentence. Do not infer spare counts from authorisation totals alone unless the entry states the split.

Not always. Operators may describe margin or spare vehicles in application narratives, maintenance arrangements, or authorisation sought figures. Read the full entry block — not only the headline fleet count.
Is unused authorisation the same as spare capacity?
On the published page they are related ideas: authorised vehicles minus those regularly parked at the operating centre. A&D entries record what was applied for and granted — they do not audit daily fleet utilisation.
